MIPLC/DAAD Scholarship for Students from Developing Countries

For full stories, see individual portraits. ; The Government of Uganda has been serving as a model example in the international community by granting refugees in Uganda asylum and access to the same rights as its citizens, including the right to education. This was committed through several policies and frameworks, such as the Refugee Act 2006, Refugee Regulations 2010, Comprehensive Refugee Response Framework for Uganda, and the Education Sector Strategic Plan 2017-2020. The comprehensive Refugee Response Framework (CRRF) is gradually leading to the inclusion of refugees in the National Development and District Development Plans.

In Uganda, all refugees have access to Higher Education as long as they meet the basic admission requirements. The government provides some scholarships for best-performing students to access university education but this targets only nationals. The refugee students pay the same tuition fees as nationals of Uganda. The Education Response Plan (ERP) has been used as an advocacy tool to promote the inclusion of Refugees in Education services.

According to UNHCR’s statistics, by the end of October 2019, there were 473,479 (252 457 female and 221 022 male) refugee youths between 18-35 years of age, and less than 1% are accessing Tertiary Education.

With funding from the German Government, UNHCR implements the DAFI Programme in partnership with Windle International Uganda. The program has existed in Uganda since 1992. 457 students are benefiting from the program (294 male and 163 female) with the highest number coming from South Sudan due to the existing influx. 72 out of 457 are expected to graduate by the end of 2019/early 2020. This year, 100 new scholarships were approved for Uganda.

The DAAD Scholarship Foundation is a non-profit organization, whose headquarters are in Berlin. Its governing council comprises representatives from the DAAD and the German states. In addition to the DAAD Scholarship Foundations, the scholarship programs under the DAAD umbrella fall under other DAAD offices.

This scholarship opportunity is open to students with a Bachelor's degree from developing countries with the dexterity to further their studies to the postgraduate level in Germany. The main criterion of eligibility is that the applicant should have at least 2 years of professional experience. The scholarship covers the tuition fees and cost of living expenses.

The students are expected to have a solid command of the German language and to have a good grasp of all areas of law, and a demonstrated interest in their country's development to be able to function efficiently as a professional.

The MIPLC is an independent entity of the DAAD and one of its most important partners in the field of foreign educational programs. The Scholarship Foundation is responsible for the development, implementation, monitoring, and evaluation of the entire DAAD program in its various locations.

In order to further its cooperation with the DAAD, MIPLC selects a limited number of applicants for this scholarship opportunity to follow a post-graduate (LLM) program in Germany. The scholarship is tenable at the MIPLC's partner universities, which have good reputations in the field of international law.

Scholars will benefit from the program's multicultural environment, exposure to the most recent developments in international law and its application in the wider context of globalization, network with leading practitioners and academics of international law and participate actively in various skills training workshops offered by partners.

Eligibility Criteria

  1. Possess a Bachelor's Degree

The scholarship applicant must have a Bachelor's Degree certificate from a recognized institution in order to be eligible for this scholarship with a minimum of a 3.0 CGPA to enable them to continue their studies without any difficulties.

  1. Must have received an undergraduate degree within six years

An applicant must not have obtained their latest degree within a period of six years prior to the scholarship application deadline to qualify for the scholarship.

  1. Full-Time Professional Experience:

Students must have at least two years of full-time professional experience gained in a public authority or a state or private company in a developing country but not as university staff or academic staff.

  1. Good knowledge of English

The candidate must demonstrate a very fluent understanding of English and a proven ability to communicate in English at the level required for postgraduate studies.

  1. Citizen of a developing country

The applicant must be a citizen of a developing country or must have been living in the same country continuously for more than the past two years. If they have lived outside their home country or any other developing country for more than two years, they won't be considered. Any applicant who holds a German residence permit will be automatically disqualified.

Scholarship Benefits

  1. Tuition Fees

Successful applicants will receive full tuition fees waiver for the duration of the course, which is one year long. This scholarship will cover all costs of study including the semester examination fees, tuition fees, and boarding expenses in the host university.

  1. Monthly Stipend

The successful applicants will receive a monthly stipend of EUR 850. The scholarship holder will receive this amount directly in their bank account before the beginning of the semester.

  1. Research Allowance:

The successful applicants will receive a study and research allowance.

4. Insurance coverage:

The DAAD Scholarship Foundation provides insurance coverage for the students.

5. Language Course:

Successful applicants will be offered free German language courses at the commencement of MIPLC and it will run for the period of two months in Munich or any other German city.

  1. Travel Allowance:

A travel allowance will be given to enable students to purchase air tickets and other important costs during travel

Application Deadlines

Application for the various scholarship opportunities under the DAAD umbrella opens in June-July every year. Successful applicants will be notified by November after a thorough assessment of their academic and professional profile, as well as academic references. The final deadline for submission of all applications is October 15 for the decisions to be made.

Application Procedure

All applicants should submit all the required documents as soon as possible to avoid any delay in their receiving of the scholarship for the full academic year. All application documents and attachments must be submitted online to the MIPLC platform and all applications will be assessed and ranked on an individual basis.

The selected applicants will be invited to a video conferencing interview with the MIPLC. You must complete all the necessary steps before the interview like documents, academic and professional references, language proficiency test, etc to improve your chances.

In case of a successful application, the DAAD will inform you about the final decision.

Duration of Scholarship

The scholarship will run for the full one academic year (one-year course) and ordinarily, it would be the start of September before the commencement of the Winter semester. It will be extended only if you have to leave or interrupt your studies in any way. In this case, DAAD will try to accommodate you somewhere else through their framework but in most cases, they are unable to do so as DAAD has reduced admissions and on a rolling basis (unlike other scholarships).
